ROY ENGLISH- PRESIDENT

Background:

Land Development:

Throughout his legal career, Roy English has remained active in real estate investment and development. Today, he is the principal owner of E-Team Development, LLC and Magnum Pro Realty, LLC. Roy devotes much of his time to the development and brokerage of commercial and residential developments including Rockwood, a 440 lot residential subdivision in Mansfield, Texas.

“I love the challenge of using my training and experience to create something of lasting beauty and value.” Roy says. “It is not a successful venture unless it’s a good deal for everybody!”

Biography

Roy English was born in Arlington, Texas and grew up on a dairy farm outside of town. The English family home place is today the site of Tarrant County College Southeast Campus.

Roy and his wife, Gayle, met as classmates at Mansfield High School where he served as class president. Through college at the University of Texas at Arlington, Roy was selected Class Favorite and President of his Fraternity, Phi Gamma Delta/Tri-Chi.

Roy attended SMU School of Law where he represented SMU in state, national, and international moot court competitions and won the American Jurisprudence Award of Excellence. He went on to become President of the Arlington Bar Association and was named “Man of the Year” by the Arlington Jaycees. He practiced law with his brother, Harold English, for over three decades.

State Representative:

During his service in the Texas legislature, Roy English was Chairman of Budget and Oversight for the Ways and Means Committee. Representative English was the only legislator appointed to serve simultaneously on the powerful Ways and Means and Appropriations committees. During his tenure, he also served on the Transportation Committee and the Urban Affairs Committee.

As a member of the State House Transportation Committee, Representative English’s office coordinated the efforts of local leaders before the State Highway Commission to secure approval of the construction of State Highway 360 from I-20 in Arlington to U.S. 287 in Mansfield. He also coordinated a team of local city officials, real estate professionals, and community leaders to seek right-of-way dedications from private landowners critical for the extension of Hwy 360. In sharing the delegation’s vision, he told the Commission, “Highway 360 will be the spinal column for the Metroplex.” The commission responded by advancing the project and earmarking the first phase for priority funding.

As a member of the Transportation Committee, Representative English authored legislation that freed the tolls on the DFW turnpike, lifting the $12 million annual burden from local residents and allowing greatly increased access to U.S. Interstate 30. The legislation helped to ensure the traffic infrastructure essential for large entertainment events and spurred significant economic development to place the Sports and Entertainment District on firm footing for future success.

As a member of the Ways and Means Committee, Representative English authored legislation which allowed the City of Arlington to build its own Convention Center by increasing hotel/motel occupancy taxes paid by out of state visitors and others, thereby reducing the property tax burden of local residents. The legislation helped the City of Arlington convert its failed water park venture into an essential part of its thriving visitor and entertainment district.

Representative English co-sponsored the governor’s crime package and authored legislation to increase the statute of limitations for the heinous crime of rape. In his committee presentation, he pleaded with his colleagues to give law enforcement the additional time it often needs to apprehend violent sexual offenders and gather the evidence necessary for conviction. The governor signed the bill into law and thanked Roy for his leadership.

County Judge:

As County Judge of Tarrant County, Roy English led an ambitious effort to analyze and modernize the function of county government. Judge English recruited over two hundred volunteers, including many experts in their fields, to examine each county department and make recommendations for improvement. The efforts over many months resulted in a blueprint to guide the county for years to come.

During his tenure as County Judge, Roy English presided over The Tarrant County Commissioners Court which set the budget for all county operations including the Sheriff’s office, District Attorney’s Office, Tax Office, Courts System, Transportation Department, Human Services, and Hospital District.

As a result of his commitment to improve the criminal justice system Judge English was appointed by the Governor to serve on the Texas Commission on Jail Standards.

After his years of public service, Judge English chose not to seek re-election in order to return to the private sector where he could grow his real estate development business, spend more time with his family and find more time to travel and write.

Roy English is the author of novels, short stories, and humor books. His works of fiction include Lone Star Lawyer, Ride for the Red, Branson Backroads, When I’m an Old Coot, Advice from a Country Farmer, Chicken Fried Steak for the Soul, and Cowfolk’s Guide to Getting Older.

Songwriter:

Robin English- Vice President

Robin English grew up in Mansfield, Texas watching her father invest his time and resources to fulfill his vision and create value in real estate.  She partnered with him to establish E-Team Development, LLC, in 2017 to develop select parcels in the DFW area. Since then, they have worked to plat, plan, and install infrastructure for Rockwood, a 440 lot subdivision on 187 acres in Mansfield. Phase One of Rockwood is comprised of 82 lots and is available for home construction this summer.
